I don't know about the NATRC rules aspect, but what you've described
below sounds to me just like a reasonable attempt to safely manage a group
ride of people with varying or uncertain abilities. When I used to
introduce (advanced-beginner and up) students to trail riding in groups, I'd
insist on similar courtesies for the benefit of the less capable ones.
