I would suggest that in order of a horse to be able to reach under themselves 
the shoulders have to be free in the vertical plane. 
Use the downhill to ask a horse to reach under, by flexing at the 
Thoraco-Lumber junction, by asking him to stop periodically. Gravity will 
work to your advantage. 
To get the shoulders to free up use lateral work on the flats.
