Sorry to tell you, but there are such people.  They snoop around and find 
something that serves their agenda and then blow the whistle, so to speak.  
There is a small but radical group around here that has the state park 
rangers in one area absolutely up against a wall with threat of a lawsuit.  
The rangers are afraid to do anything whatsoever about winter trail damage to 
the creek areas, because this group thinks repairing washouts at creeks is 
going to endanger fish habitat.  The group raised a big fuss about re-routing 
a horse trail through a stream...2 inches deep and about 3 feet across.... 
because of the "fish habitat."  They filed a lawsuit against the state park 
system over the fact that the park allowed mowing of weeds to open up this 
seldom used trail as an alternative to the washout of the main road, which 
was the usual horse route.  Interestingly enough, I used the term Nazi 
Environmentalists, too.
