Julie,
What a tough break.
How much confidence do you have in these vets? (How extensive is their 
equine experience?)
Has the mare been X-Rayed to see if the infection has involved bone? Exactly 
what tissues are involved?
It has only been a month. Although that seems forever to treat and watch the 
horse hobble around, I'd hestitate to be too hasty with a final solution.
