I can think of a number of reasons to carry a riding crop. To take down
the spider webs before your face gets planted in them (and to get the
spider webs out of the horse's forelock from the saddle), to swat flies,
to get things out of your horses tail without dismounting, back
scratcher, move branches out of the way, etc.
And sometimes the darn horse just behaves better if she/he knows you're
carrying one. If they know the difference between a fly swat and a "stop
that now" or "move now, please" swat, they certainly can tell if you're
carrying it or just have it clipped to your saddle.
