Seems to me to just be a matter of different expectations. I for one won't ever
expect to have hay available at a ride, that's why I bring at least one bale,
and maybe two. I don't think my ride entry will cover a vets, port-a-potty,
rider meal, completion award, and other misc. and still have ride management
break even on hosting the ride. Besides taking care of my horse is MY
responsibility, not ride management's. So feeding my horse is also my
responsibility. I even carry 70 gallons of water in a pair of barrels in the
truck just in case water in camp is not up to my (and Roo's) standard...

Well I live in the west and with the pricey entry fees for rides over
here I would expect the ride management supply some hay at vet checks.
After all I did spend some odd dollars to do the ride so I do expect
something's to be available with the money I paid.
