The main reason for the health certificate and/or the health passport system
is to determine, if there is an outbreak of a disease where it originated
and where it was spread. The health certificate is no determination of the
health of the horse except at the immediate time of the inspection. It does
though, afford some means of tracability of infection.

Jonni,
I understand your point, however, if you travel to another state and have
had a vet pronounce your horse healthy you will still be competing against
local horses from the state the ride is held in. The local horses do not
have to carry a health certificate to enter the competition. I don't see
how standardizing (i.e. increasing government regulatory power) will offer
you or anyone else much more security as it pertains to equine competitions.
Sounds like you have a good vet.
