UPS is not supposed to accept packages wrapped in paper. And, if you are the receiver, it is up to the SHIPPER (i.e. supplier) to make a claim. It is the SHIPPER who paid the bill originally. They probably have a UPS account and an account rep. I would throw it back to the shipper. YOU did not pay shipping and insurance, the shipper did and in turn YOU paid the shipper.
I had a shipper send me poorly packaged items which were damaged beyond reclamation. The supplier wanted to make a claim to UPS, but I took photos and told UPS NOT to pay their claim. This was leg poultice and the plastic containers were split...poultice was everywhere. It was send it a cardboard box with NO filler, nothing to protect the containers.
Face it, the work horses of UPS just throw packages around...prepare for it. And, if your supplier does not package well, do NOT accept it!!! You do NOT have to accept a shipment that is OBVIOUSLY damaged. If you open it and find it damaged, take photos and follow procedure.
