Have you considered apprentice jobs with established horse breeders?  I've 
heard that Al-Marah in Arizona and Varian Arabians in California have (or 
have had) apprentice training programs.  They probably start with 
stall-mucking and would lead to exercising horses, etc.  Not sure of the 
detalils, but it wouldn't hurt to contact them and ask.
