If they are doing their job, it does. However, a registry freeze brand ID's
the horse, but is not exclusive to a particular owner. A ranch brand is
"owned" by a particular person, and anyone presenting an animal with that
ranch brand must show a paper trail to that person. Since the ranch brand is
registered with the state, the brand inspector has a handbook of all current
brands as a part of his job. If he is on the ball, he will also recognize
the origins of a registry brand, but it takes a lot more effort for him to
trace a registry brand to the owner.

Yes, they do work for the state.
