need good rider for horse

Hi! My sister and I are wondering how a person goes about finding a good rider to use a horse she owns. She doesn't want to sell him, but she would like for a serious competitor to utilize his talents. He is a 15 hand Morab (maybe a little taller), bright chestnut with stripe and four white feet, just turned 9 years old, just had 6 months with a dressage trainer (she liked him), is broke to drive, did some jumping with the dressage trainer, and is currently on 40 acres of *hills* He is a maternal brother to a National Champion Morgan for Open Competitive Trail, plus a 3/4 sister is excelling in competitive trail on the east coast. There are other close family members doing like things. His Arab sire is a maternal brother to a Top Ten endurance horse in Texas. Cadence was with a western trainer last year (supposedly taught him to picket, ground tie, etc.), and she took him on a 3 day ride in N. Carolina - he did exceptionally well, and she came home impressed. It poured rain the whole time. He truly should be ready to start serious conditioning, and he has shown some talent already. Lots of good clean bone, great muscling, and he's been raised right. How do we go about finding someone who will be good with him and for him? We are concerned that he might end up with a person who wouldn't do what was best for him. This horse has a very bright mind - will occupy himself if you don't keep him occupied.
Even in the Tevis we noticed there were people riding horses that weren't theirs.
