I had it happen to TWO of my horses this winter. Flushing the tear duck is not
big deal.  The tear duct ends inside the nostril. Tiny little hole.  No big deal
for the vet to put a small tube in it, a syringe of fluid on it and the fluid
will squirt out the corner of the eye...no big deal. My horses has minor eye
ulcers which were treated 4X day for about a week.  The tearing is what drew my
attention to it.
