Ted,  What manner of public notice to the equestrian community on a national level was used regarding the intentions of the this plan?
  I would be interested in knowing that, and if they can implement any 
changes without that procedure properly completed.  I emailed the "Plan",
 and asked them just that question, but you know it will have to followed 
up with others demanding a response as well.  Let me know if I can be of
 any further help.
