Never said the two should be combined.  My comments were based on
earlier post of mine where I said that when I win the lottery I will
provide the $$ for an award that would be based on BC.  Meanwhile,
any ride manager can create whatever awards he/she wants, anyway. 
There's no AERC rule for "turtle" awards or lowest AERC number
entered, or whatever, so if a RM wants to create his/her own award for
LD  BC (aside from the AERC BC award), he/she is free to do so,
aside from the AERC BC award.  I'm thinking that if enough RMs
created their own awards for LD then maybe someday AERC would adopt
them.

Any AERC rule can be changed.  There's a process for it.  If
enough members don't like a rule, it get's changed.  All ya gotta do
is vote.  Lif
