Oh I don't know if it's just Russian Arabs.  Most of ours grow
into their 7th year, some a lot!  My old Arab/Welsh gelding grew an
inch when he was 7, the Arab part is Crabbet/Polish.  In fact, most
of our Crabbet/Polish cross horses mature very late and some of them are
around 15.2 and more even tho the parents are shorter.  I started
telling people who *want* short horses that I won't guarantee their short
stature until they're at least 8!  Lif
