Jean Dodds notwithstanding, you are still in the regulatory soup if your
legally unvaccinated horse (or other animal) has a known exposure.
And FWIW, in 13 years of vaccinating horses in my practice for rabies, as
well as sheep, goats, cattle, pigs,ferrets, dogs and cats, I have not had a
single case of a reaction to the vaccine.
Feel free to diagree on whether to vaccinate *your* horse. But here in the
woods, in an endemic area, all my animals are vaccinated regularly.
We have had rabid horses here in Massachusetts.
