Authorities (especially those wearing guns) do not have the luxury of 
reacting because they are pissed off.  No one does, of course, but 
particularly not authorities.  Besides - if they were pissed off at 
management, why take it out on the ride participants?

If they were upset at the management of a March of Dimes event, would 
anyone think it was OK for Park Rangers to take it out on the event 
participants?  No - if that happened you'd hear the outrage from CA to
