need suggestions getting trails opened

Hi. I'm in Delaware. What organisation can help me launch a campaign to get 
better access on public lands here? We have very little to begin with, and 
some places are very good, allowing access on foot, bicycle and horse , like 
Redden State Forest, but others don't want to see a horse, but have massive 
programs for hikers and cyclists. I just want to share in what little we 
have. We have lots of horse groups, but it's very fragmented. We have a DE 
Equine Council, but they haven't done much since a very successful letter 
writing campaign to pass our anti liability law. Any suggestions are 
appreciated.
