The big problem with using the pulse down at the finish is that in order to
be truly fair you would have to have an official P&R person (all with
equally good hearing & experience) on each horse as it finished the ride. A
group of fit horses arriving together could conceivably drop so close
together there would be no way to place them. They certainly wouldn't be
spaced out enough for just a couple of PR people to cover it. In our area we
just don't have that amount of ride staff.
