Pretty normal, actually - cops, courts and insurance companies do that
every day.  You never will have _all_ the facts - you just have to do the
best you can with the facts you do have, look at the bias of the sources,
and see what you come up with.  If you go waiting for all the facts, you'll
never accomplish anything.  Obviously, the quality of your interpretation
of a given event is going to be worse the fewer facts you can gather, but
don't ever think you're going to get all of them.
