As far as I know there is no rule written in those exact words. But it is
the responsibility of the rider to determine when the horse is ready to be
presented. At some rides, if the horse's pulse does not meet criteria when
you present, you are given a time penalty. So, by default, if you can't take
your own horses PR you could be penalized.
This is another issue that goes to rider responsibility. If someone is new
to the sport & hasn't ever been shown how to PR they can usually find
someone to help them!
