I believe that it has always been the RM's option to have
courtesy checks or not. Official checks are supposed to
have some penalty for not being down yet. The vast
majority of rides just do courtesy checks because thats
easier for the volunteers than asking them to keep track
of time penalties if a horse is not down. All the FEI rides
and big rides like the ROC usually have only official
checks.
The amount of the time penalty is also RM option I believe.
